Roxanne Missingham is currently the Director of Collections at the State Library of Victoria. She has a long career in university, national, parliamentary, and science libraries focused on open access to information. Her contribution to open access to theses at the Australian National University included digitizing all theses and undertaking an assessment of access and policies in all Australian universities for digital theses.

Over the period 2001 to 2025 she was Assistant Director General Resource Sharing at the National Library of Australia, Parliamentary Librarian at the Parliament of Australia Library, and University Librarian and Chief Scholarly Information Officer at the Australian National University.

Contributing to national access infrastructure in Australia led to policy work on national copyright reform legislative, development of infrastructure for national discovery at the National Library of Australia, and leadership in many international bodies including the International Alliance of Research Universities Librarians Group, CLOCKSS, and the Metadata Manager Focus Group at OCLC. In 2020, her work was recognized with the Order of Australia Award.
